If you don’t have any AI third-party upscaling tools to do the hard work on enlarge low res images, I find the best alternative is to use Photoshop Detail 2.0 Upscale. This is Photoshop Sensei AI beta testing upscale tool. Works best for upscaling low-resolution images or AI-Generated Images. This is how you can get it working in your Photoshop setup.
On the top menu go to Edit > Preference >Technology Previews Check the Box where it says Enable Preserve Details 2.0 Upscale Then go to Image > Image Size or Alt Ctrl I to bring up the dialogue box. When you have your image open, on the top menu go to Filters Neural Filters. The right-hand side menu will pop open. Click on the erlenmeyer flask icon (Beta Filters). On the JPEG Artifacts Removal section, first-time users, download the filter by clicking on the cloud icon. Once downloaded toggle the switch on. Select one of the three modes from the drop-down Low Medium or High. So as long as you have renamed your layers you can find them quickly with the search in Photoshop.
In the layers tab, click on the search icon (default it says Kind) and select Name from dropdown list. Type in the layer name your would like to search, Photoshop will then list all the layers under that search name. There is a up down switch that can be toggled to turn off the name search or you can simply change this by going back to the dropdown list to reselect Kind.
