How to remove background image in Eevee with Blender 2.8?

Remove the environment image from your Eevee render is hidden in a few tabs.

1. Select the Render tab from the icon menu (Camera Icon).

2. Click on the Film tab. This will review additional parameters below.

3. On the Alpha field select Sky and choose Transparency. This selection will make the render object contain an alpha.

4. Press F12 on the keyboard to render the scene. Now your rendered image does not have an environment HDRI background.

Unfortunately at this stage I have not found a solution to remove the HDRI background image from the viewport. If this feature does exist, please drop a comment below.
